Terms of Reference

Background/ Context

According to the National Human Development Report (HDR) for Somaliland, 2012, the unemployment rate for youth aged 14 to 29 is 67 percent—one of the highest in the world. The report asserted that women are disproportionately affected and revealed a huge gender disparity in employment as women experienced higher unemployment at 74 percent compared to 61 percent males. This is further exacerbated by traditional limitations on the role and status of women in Somali society and high illiteracy levels.  In support of this, the report added that the majority of unpaid family workers were young women who were mostly forced to take traditional occupations due to entrenched traditional gender roles. An analysis of UNDP Somaliland Country Office (CO) business environment reflects the findings of the HDR. The office shows an overall ratio of 2 male per 1 female (190/84). This disparity is more pronounced at the sub-office level. A review of all job applicants for the last two years showed that less than 25% of females are applying for jobs for all duty stations of the CO and for all levels. This is due to the difficult socio-economic and security context of Somaliland disproportionately affecting women and the low education/experience by females for most jobs advertised.

To address the above and other challenges UNDP Somaliland’s Senior Management has collectively committed, ‘To … reverse the decline in gender balance among its staff – improving from 35% to at least the corporate average of 42%’. This will entail addressing gender disparity in employment in-country and in-house, at the national level amongst other things.  An internship programme for young Somali female graduates has been identified as a critical and tenable strategy towards achieving these objectives. In partnership with government counterparts and CSOs implementing various projects under the CO’s programme portfolio, UNDP Somaliland will facilitate the attachment of female interns to all partnership agreements henceforth.

Objectives of the Internship

a.      To contribute building  a cadre of professional Somali women

b.      To contribute to the reduction of gender disparity in employment in Somaliland and enhance employability of young female graduates in preparing them for employment which entails improving their employment readiness, building skills and linking them to employment opportunities

c.       To provide young female graduates an opportunity to acquire work ethics and technical experience in specific fields through direct exposure to the work environment in organizations.

Role of Interns

Interns attached to UNDP/MoERD  project will be expected to support development work under Poverty Reductions & Environmental Protection (PREP), by providing the necessary backstopping in areas of research, documentation, organizing activities and reporting.

The following shall be key task assigned to the intern:

a.  Provide support to Project manager  in the planning and implementation of various activities relevant to the Project,

b.     Undertake research in specified areas and topics relevant to facilitating and informing processes and activities of the project,

c.       Provide relevant support including through note-taking for various activities, preparation and review of reports,

d.  Contribute by sharing Project experiences and lessons learnt,


Internship Report –This shall comprise a detailed report of all activities carried out during the internship. The report should explicitly provide information on the following:

a.       Activities carried out during internship.

b.      Lesson learnt from the internship.

c.       Challenges

d.      Recommendations


Upon presenting an attendance sheet approved by the supervisor the Intern will be paid a USD 350 per month

Reporting and coordination:

The internship shall be carried out under the direct supervision of the project manager or the OIC under the partnership agreement. This shall be appropriately communicated at the commencement of the internship.


a.       She must be a Somaliland citizen

b.     She must be a fresh university graduate (not before  2015 academic year)

c.   She must have completed a relevant Degree or a Master course

d.   She must not be in any formal employment at the time of application to the scheme

e. She must complete an internship motivational statement.

f.        She must have good communications skills in written and spoken English

g.    She must have computer skills in word processing and spreadsheets

h.      She must have the ability to interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

i.        She must be available for full-time engagement.

j.    She must display convincing commitment to complete the programme and commitment to contribute to community or national development

k.  Priority will be given to applicants with relevant qualifications matching the agreement in question.

l.        Above average academic performance of  the female graduates is an important criterion

m.    Special consideration will be given to UNDP scholarship beneficiaries

n.      Previous experience is not a requirement.

c.       Letter of endorsement from a former lecture who has worked with the female graduate in the recent past and who is knowledgeable on her academic performance.

The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
