FCA is responding to the challenging context in Somalia by strengthening both development and humanitarian programs; the development work focuses on Peace & Stability, with an intertwined growing livelihoods component, which will contribute (peace dividend) to a long-lasting peace in the country. The humanitarian program´s priority will remain the assistance to the people of concern such as, Internally Displaced Persons (IDPs), Refugees and Returnees.

Programme Coordinator is responsible for managing FCA’s programmes in Somalia. Place of assignment is Hargeisa with frequent travels to Mogadishu and other field locations within Somalia. Programme Coordinator reports to Country Manager.

Main duties and responsibilities:

  • Be responsible for program management and overall PME in Somalia in accordance with FCA Policies and Guidelines, including planning, budgeting, monitoring, back-donor reporting and evaluation.
  • Ensure reporting schedules, guidelines and other requirements are met as per FCA contractual obligations
  • Monitor and ensure the technical and financial quality of the on-going program and its compliance with FCA and/or Institutional Donors guidelines
  • Strongly supervise and support the work of FCA Project Managers
  • Participate and actively engage in coordination meetings relevant to the program, as instructed by the Country Manager
  • Participate in the planning of FCA’s development and humanitarian projects, together with other Somalia Country office staff, ensuring that the new programs are in line with FCA, national and donor policies and guidelines
  • Provide inputs from the field perspective to Country Manager and Head Office on relevant planning
  • Provide inputs for assessing new modes of partner collaboration, and for identifying new partners when relevant
  • To the extent possible, provide capacity building support to FCA program staff (especially to Project Managers) and the staff of partner organizations.

Competence and Personal Requirements:

  • University degree or equivalent in a relevant field
  • Minimum 5 years field working experience of managing multi-donor programmes
  • Previous experience working in emergency or post-conflict contexts
  • Hands-on experience in financial management
  • Problem solving skills with persistent attention to detail
  • Fluency in English
  • Ability to frequently travel out of duty station (up to 50%)
  • Confident in security and safety management
  • Ability to work under pressure and stressful environment
  • Cultural sensitivity and inter-cultural communication skills

A fixed-term contract will be made until December 2017, with four month probation period. The compensation is based on FCA Compensation System and depends on prior work experience. Monthly salary includes adverse working conditions allowance. The position is a no-family post, and accommodation might be co-housing.
